Refund Policy

This Refund Policy (Policy) sets out the conditions under which BillionCore will issue refunds or service credits for charges made through the BillionCore BIN Lookup API platform. This Policy is incorporated into and subject to our Terms of Service. By subscribing to any paid Plan or making any purchase, you acknowledge that you have read and agree to this Policy.

01Scope

This Policy applies to all fees charged by BillionCore for:

  • Monthly subscription Plans (Starter, Growth, Scale)
  • Pay-as-you-go credit top-ups
  • Any other one-time or recurring charges for the Service

Payment processing is handled by Paddle.com Market Limited, which acts as our Merchant of Record. In certain jurisdictions, Paddle is the legal seller of record and their refund terms may apply in addition to this Policy. Where Paddle's obligations as MoR provide broader consumer protections, those apply.

BillionCore is a business-to-business (B2B) service. Our customers are legal entities or individuals operating in a professional or commercial capacity. Consumer protection legislation that applies exclusively to non-commercial end consumers may not apply to B2B transactions. However, where applicable consumer laws do apply (for example, a sole trader who qualifies as a consumer in certain EU jurisdictions), those statutory rights are preserved and not limited by this Policy.

02Free Trial

BillionCore offers a 30-day free trial with no credit card required. No charge is made during the trial period. Accordingly, no refund is applicable for the trial period.

At the end of your free trial, you will not be automatically charged. You must actively select and purchase a paid Plan to continue accessing paid features after the trial expires.

03Subscription Plans

3.1 First-Purchase Satisfaction Guarantee

For customers purchasing a subscription Plan for the first time, we offer a 7-day money-back guarantee. If you are not satisfied with the Service for any reason within the first 7 days of your initial paid subscription, you may request a full refund of the subscription fee by contacting [email protected].

The 7-day satisfaction guarantee applies to the first subscription purchase only. It does not apply to subsequent billing cycles, plan upgrades, or renewals.

3.2 Cancellation & End of Period

You may cancel your subscription at any time from your dashboard. Cancellation takes effect at the end of the current billing period. You retain full access to the Service until the period ends. No pro-rata refund is issued for the unused days remaining in the cancelled period, except as set out in §3.4 below.

3.3 Plan Upgrades

When you upgrade to a higher-tier Plan mid-period, the price difference is charged on a pro-rata basis for the remainder of the current billing period. Upgrade charges are non-refundable.

3.4 Service Termination by BillionCore

If BillionCore terminates the Service or your subscription without cause (i.e., not due to your breach of the Terms of Service), you will receive a pro-rata refund of prepaid subscription fees for the unused portion of the current billing period, calculated on a daily basis.

3.5 No Refund on Breach Termination

If your account is suspended or terminated due to a violation of our Terms of Service (including prohibited conduct, misuse of the API, or fraudulent activity), no refund will be issued for any portion of prepaid fees.

04Pay-as-you-go Credits

4.1 Credit Top-ups

Pay-as-you-go credits (Credits) are pre-purchased balances that are consumed at a rate of $0.012 per Lookup. Once Credits are used to fulfil API requests, they are non-refundable.

4.2 Unused Credit Balance on Account Closure

If you close your account and have an unused Credit balance of at least USD $10.00, you may request a refund of the unused balance, provided your account is in good standing (no outstanding balances or Terms violations). Refunds of Credit balances below USD $10.00 will not be issued due to payment processing costs, but you may continue using the Credits until exhausted.

4.3 Expiry

Pay-as-you-go Credits do not expire while your account remains active. If your account is inactive for more than 24 months with no API activity, BillionCore may expire any remaining Credit balance after providing 30 days' written notice to your registered email address.

Credits are non-transferable. They may not be transferred to another account, converted to cash (except as set out in §4.2), or applied to subscription Plan fees.

05Right of Withdrawal (EU & UK Consumers)

5.1 Applicability

Under the EU Consumer Rights Directive (2011/83/EU) and its national implementations, as well as the UK Consumer Contracts (Information, Cancellation and Additional Charges) Regulations 2013, consumers (natural persons acting for purposes outside their trade, business, or profession) have a statutory right to withdraw from a distance contract within 14 days without giving any reason (the Cooling-off Period).

BillionCore is a B2B platform. The majority of our customers are businesses, sole traders, or professionals acting in a commercial capacity and therefore do not qualify as consumers under these regulations. However, if you do qualify as a consumer under applicable law, your statutory right of withdrawal is preserved and is not affected by any other provision of this Policy.

5.2 Waiver of Withdrawal Right for Digital Services

Where the right of withdrawal applies, it may be waived by the consumer if the performance of the contract has begun with the consumer's prior express consent and acknowledgement that they will lose the right of withdrawal once the contract has been fully performed. By activating a paid Plan and beginning to use the Service before the Cooling-off Period expires, you expressly consent to the immediate start of performance and acknowledge the possible loss of your withdrawal right in respect of the digital service already consumed, in accordance with Article 16(m) of Directive 2011/83/EU.

If you have not made any API lookups and request withdrawal within 14 days of purchase, you are entitled to a full refund of the subscription fee regardless of the above waiver.

5.3 How to Exercise Withdrawal

To exercise your right of withdrawal, notify us within the 14-day Cooling-off Period by contacting [email protected] with the subject line "Withdrawal Notice", providing your name, email address, order reference, and the date of purchase. You may use the model withdrawal form set out in Annex I to Directive 2011/83/EU or send any other unequivocal statement. We will acknowledge receipt promptly.

06Service Failure & Service Credits

6.1 SLA Commitment

BillionCore targets 99.5% monthly uptime for the BIN Lookup API on paid Plans. Uptime is calculated as the percentage of minutes in a calendar month during which the API returns valid responses to authenticated requests, excluding scheduled maintenance windows announced at least 48 hours in advance.

6.2 Credit Eligibility

If cumulative unscheduled downtime exceeds the thresholds below in a single calendar month, you are eligible for a Service Credit applied to your next invoice:

6.3 Credit Limitations

  • Service Credits are account credits, not cash refunds.
  • Maximum total credit in any calendar month is 50% of that month's fees.
  • Credits do not apply to Pay-as-you-go customers (no monthly fee basis).
  • Credits are not issued for downtime caused by: your actions or third-party services you control; force majeure events; DDoS attacks beyond commercially reasonable mitigation; or scheduled maintenance.

6.4 How to Claim

Credits must be claimed within 30 days of the end of the affected calendar month by emailing [email protected] with the subject line "SLA Credit Request — [Month Year]". We will verify the claim against our monitoring records and apply the credit within 14 days of approval.

07Billing Disputes

If you believe you have been charged incorrectly (e.g., a duplicate charge, a charge after cancellation, or an amount different from your agreed Plan price), you must notify us within 60 days of the charge appearing on your payment statement. Disputes raised after 60 days will not be accepted, except where prohibited by applicable law.

To raise a billing dispute, email [email protected] with your account email, the transaction date and amount, and a brief description of the discrepancy. We will investigate and respond within 10 business days.

If a dispute is confirmed, BillionCore will issue a full refund of the erroneous amount to the original payment method within 14 business days. We will also correct any recurring charge going forward.

Initiating a payment chargeback with your bank before contacting us may delay resolution. We encourage you to resolve billing issues directly with BillionCore first. Unwarranted chargebacks may result in account suspension.

08How to Request a Refund

To request a refund, please follow these steps:

  • Email [email protected] with the subject line "Refund Request — [your account email]".
  • Include: your registered email address, the transaction date, the amount charged, your Plan name, and the reason for your request.
  • If you are exercising the EU/UK right of withdrawal (§5), include the wording "Withdrawal Notice" in the subject line and provide your order reference.
  • If you are requesting a Credit refund under §4.2, include your current credit balance (visible in your dashboard) and your preferred refund method.

We will acknowledge your request by email within 2 business days and provide a final decision within 10 business days of receiving all required information.

09Processing & Timeline

9.1 Refund Method

Approved refunds are returned to the original payment method used at the time of purchase (credit/debit card or other method via Paddle). We cannot issue refunds to a different card, bank account, or payment method than the one used for the original transaction.

9.2 Processing Time

  • BillionCore initiates the refund within 5 business days of approval.
  • Paddle processes the refund to your bank or card within an additional 5–10 business days, depending on your card network and issuing bank.
  • Total time from approval to funds in your account: typically 7–15 business days.

9.3 Currency

Refunds are issued in the same currency as the original charge (USD). If currency conversion was applied by your bank or card provider at the time of purchase, exchange-rate differences at the time of refund are outside BillionCore's control and are not compensated.

9.4 Taxes

Where applicable, VAT or other taxes included in your original charge will be refunded along with the base fee. BillionCore will issue a corrected invoice or credit note as required by your local tax law.

10Exceptions & Exclusions

The following are not eligible for refunds under any circumstances:

  • Subscription fees for periods during which the Service was accessed and API lookups were made (consumed services cannot be unconsummated).
  • Fees waived or discounted under promotional offers or coupon codes, unless otherwise stated in the promotional terms.
  • Charges resulting from your failure to cancel a subscription before its renewal date, unless a billing error occurred on our part.
  • Overage charges for API usage exceeding your Plan's included quota, where that usage actually occurred.
  • Accounts terminated for breach of our Terms of Service, prohibited conduct, fraudulent activity, or abuse of the free trial.
  • Payment processing fees charged by Paddle or your bank/card provider (these are outside BillionCore's control).

Nothing in this Policy limits or excludes any statutory rights you may have under applicable consumer protection or data protection laws that cannot be waived by contract, including but not limited to rights under the EU Consumer Rights Directive, the UK Consumer Rights Act 2015, the Australian Consumer Law, or applicable US state consumer protection statutes.

11Governing Law

This Refund Policy is governed by the same governing law as our Terms of Service (the laws of the State of Delaware, United States), without prejudice to any mandatory consumer protection rights that apply in your jurisdiction under local law.

Customers in the European Union benefit from the mandatory protections of the EU Consumer Rights Directive and applicable national law. Customers in the United Kingdom benefit from the Consumer Rights Act 2015 and the Consumer Contracts Regulations 2013. Where these provide broader protections than this Policy, those protections apply.

If a refund dispute cannot be resolved through our internal process, EU/EEA customers may contact the European Online Dispute Resolution platform at ec.europa.eu/consumers/odr. UK customers may contact the UK's ADR scheme applicable to their sector.
